AWS ****s: inconsistent rules with allowed characters in tags

Here’s another one to add to the ever-growing list of issues with AWS. I recently wanted to tag a resource in AWS with a CSV (comma-separated value) value (like “dev,test”). Had it coded it up in Pulumi, and was happy with the state of the world, when a colleague informed me that when he tried it in ACM that it looks like AWS does NOT permit commas in tag values (he gave me https://docs.aws.amazon.com/directoryservice/latest/devguide/API_Tag.html as a reference).
